PS/SJ Leads Administration of Justice Programme Actors to Discuss Programme Performance and Prioritizes for FY2025/26

The Administration of Justice Programme led by the Permanent Secretary/ Secretary to Judiciary, Dr Pius Bigirimana, on Monday had interactions with the Presidential Advisory Committee on Budget (Sub-committee of Public Sector Productivity) at the Office of the Prime Minister in Kampala.

The Judiciary was applauded by all members for the great transformation which is visable in many aspects.

The meeting that was chaired by Hon. Ojara Martin Mapenduzi MP for Gulu West(Bardege-Layibi Division), discussed Programme performance, key cost drivers, priorities for FY 2025/26 and the required policy reforms.

The FY 2025/26 will be the first Financial Year for implementation of National Development Plan IV 2025/26-2029/30) whose preparation is in advanced stages.

In attendance was Private Legal Secretary to the Chief Justice HW Ayebare Tumwebaze, Under Secretary Ms Maureen Kasande, Commissioner Human Resource Management Ms Apophia Tumwine, Ag. Commissioner Policy and Planning Mr Opolot Simon Peter, Head ICT Mr David Kikabi and officers from Policy and Planning Department. 

Also present were Programme representatives Office of the Director of Public Prosecutions, Judicial Service Commission, Ministry of Local Government, Uganda Prisons Service, Tax Appeals Tribunal and Kampala Capital City Authority.

The Programme Approach was adopted by Government during Third National Development Plan to strengthen coordination and coherence in Planning, budgeting and implementation in service delivery chain. The approach replaced the Sector wide approach. 

The Judiciary is the lead institution for the Administration of Justice Programme with Hon Chief Justice as Chairperson of the Leadership Committee, Permanent Secretary/Secretary to the Judiciary as Chairperson of Programme Working Group.
